Are US Psy-Ops making these "Saddam messages?"

This is just a hair-brain conspiracy theory of mine but think about it...

...as long as Iraqis equate resistance against the Occupation as aiding Saddam's return to power, Iraqis will be more likely to tolerate the Occupation. The worst thing that could happen for the Occupying Authority is to have it proved that Saddam is dead.... then Iraqis would be more likely to be able to think of alternatives to the Occupational Authority that did not include Saddam.
