What are frost heaves?

Reading about taking a train in Canada, it said, IIRC, "In the summer, the train is late because of frost heaves."

1. The ground is raised because ice built up under it,

often under a sidewalk, and then expanded/contracted when it melted/refroze.

Here in Maine, a frost heave is a buckling of the ground (roadsigns will indicate "frost heave ahead") because water underneath the pavement has frozen and expanded, thus causing bumps and ripples in the street which can do a number on your vehicle.

4. The freezing and melting
causes frost heaves more so than just freezing. In summer, it would be because it is new from the previous winter and probably hasn't been dealt with yet, if it can be.

6. No, that's right. We get them in the spring.
It doesn't get cold enough in Maine for a freeze during the summer. Thank god for small favors.

8. I didn't say it freezes in the summer
just that in the summer, it's still a problem as the heaves are still there.

Now I'm wondering where you're from, and I'll check - it's not a phenomenon here, for some reason.
On edit: You probably have some major frostheaves! I can imagine the damage would remain after the freezing weather is gone.
