1. Yes, of course. It's a rude way to proffer an invitation.

I mostly always respond with some version of "I don't know - let me know what you're intending, and I'll check my calendar later."

Of course, it would be better if the person just said "I'd like to invite you to dinner thursday - does that work?" then I can say "I don't know - I'll check my calendar and see" or "It works perfectly! What time should I arrive?"

I don't have any problem telling people no if I don't want to do what they ask. Or being told no when I ask.
