Both substitute loudness for actual humor. It was close, as Mencia occasionally can tell a joke. But Larry the Cable Guy has the advantage of sucking with his own material. Mencia is a plagiarist, which may explain why the Cable Guy can at least sustain a consistant (if still unfunny) character. Mencia just steals other people's material, then says it a lot louder.
