What is the VERY worst thing George W. Bush did as President?

I thought I'd get your thoughts on this. Of course, there's so many things to choose from. Plus, maybe this question is a bit premature because there's almost a year to go. He's got a lot of opportunities to top himself.

Mine was when, during the Iraq war, he said "Bring Em' On". Goddammit, you don't dare the enemy to attack your own troops. If he was so gung ho about fighting the Iraqis, maybe he should have hauled his ugly ass to Iraq and picked up a gun himself.

If the latter, I think it's letting 9-11 happen.

If the former, it would be ignoring the Clinton administration's long report on terrorism that spelled out everything that needed to be done (go after Osama and attack the Taliban, beef up airport security, make cockpit doors sealed, etc.), which Shrub and Cheney ignored, and then, when they finally got around to doing their own after 9-11, came to the same conclusions as Clinton's people did about securing the country, Osama is a threat, etc.

That's criminally negligent, IMO.
