Actually, this result doesn't surprise me in the least. My brother-in-law is an engineer. He always does as little as possible. He specializes in two-inch clearance all the way around and no comprehension or care that something could go wrong. Putting on a cement lid and never contemplating a seal or drainage system sounds about right.

6. According to Old Cars Weekly, the vault was constructed in such a hurry that
the concrete had just set and was still curing when the car was placed and the vault sealed.
