During his speech he had criticized governments that awarded contracts “based on corruption that favors the connected, rather than competition that favors the citizenry.” At least one diner promptly muttered the name of Halliburton, the company once led by Dick Cheney and now the recipient of various U.S. contracts in Iraq. Yet when the last questioner of the lunch asked about the company by name, Ashcroft demurred. He was there to talk about public corruption, not charges of corporate corruption, he said."
