It was kinda like this giant clusterfuck in the middle of the field with the announcers repetitively screaming 'THERE'S STILL ONE SECOND ON THE CLOCK'
So yes, he did congratulation the winners and yes he (the patriots coach) did leave before the game clock was done but only because he wasn't aware that there was 1 second left. And lets face it - with 1 second left and the giants with the ball - not much the patriots could do.

it's an NFL requirement that the game be played until the clock expires. If they don't complete that last play, then a vortex develops in the time-space continuum which (if left unchecked) could result in the disappearance of all syndicated television programming.
The NFL is currently looking at switching plans so that maybe they'll be able to roll those minutes over to the next game.
