Can someone enlighten me on the "Call your congressman right fucking now" joke?

This may be the only in-joke left on DU (Morans, Olive Garden, Robb, hugh/series) that I don't understand.

and someone would post a "CALL YOUR CONGRESSMAN RIGHT FUCKING NOW!!!!11" thread.

that was headed, "CALL CONGRESS!! RIGHT FUCKING NOW!!!"

But it didn't say why.
