In Texas, if you vote a provisional ballot at a precinct other than your own, the vote will most likely (probably definitely) not be counted. On election day (not early voting), if you want your vote to count you must vote in your precinct. Ballots can differ from precinct to precinct because of different political boundaries. If you were to vote out of precinct you could be illegally voting for someone not within your particular political boundaries. Voting out of precinct would allow people to unduly influence local elections. While I would love to vote against that spawn of satan Tom DeLay, he is not in my district (and don't think I'm not grateful for that). I would greatly resent people not residing in my district trying to vote for or against my representative.
