but on my screen, what is most giving it such painterly quality looks to be the artifacts of .jpeg compression.

Shutters stay open for long periods when you take fireworks photos and you will capture enough surrounding light if you're close enough to the action. BUT this photo doesn't look like the shutter was open for more than two-three seconds and it's not that close. HD, perhaps.
