7. I'm not sure what the OP is trying to say about this, but
the beverages listed are not available in certain downtown areas of Seattle. That's downtown Seattle areas only. You can still buy those beverages out in the suburbs if you really want to. The intent of the ruling was to make areas frequented by homeless alchoholics less attractive to those seeking cheap, high alcohol drinks. It has met with mixed success.
