First of all, that was not their conclusion...

Second, a plane CAN take off stationary in relation to the ground if it has enough air moving over its wings.

For example, put 200 knots of wind straight down the runway and even a 747 will take off vertically... and hover if you have the patience to try...

I have been in a cessna, in the air, not moving one bit in relation to the ground and we did not crash. I call that hovering.
