1. Quick, check for weather alerts on the TV, the Radio, or the Interwebs...

http://www.noaa.gov/ is a good source to track down weather alerts.

If there isn't, then your region was just testing their sirens, and should have sent out warnings by at least yesterday that they're doing a test.

If they aren't doing a test, then someone screwed up big time.

2. It just occurred to me that it should've been tested this morning.

They usually test it at 10 am, the first Tuesday of the month. I'm guessing someone forgot to test it at the usual time.
