The explanation of Clinton's binoculars are pretty clear...it was photoshopped. But the explanation for Bush's isn't. Did Bush or didn't Bush have the lense cap on even for a second?

I think the lenses looked capped in the photos, but are really just not very clear. I think both of them are getting a bum rap on this one.

they did not have lens caps on and the pic was not digitally altered. The lenses of those binoculars are reflective, nightvision binoculars with a honeycomb type lens.
