? about Public Domain photos

Does any know the law/rule on public domain photos or where to point me? I'm building a fan site for a musician and can't find photos to buy except and Getty images and I'm afraid to price them there.

1. Easier to ask for forgiveness than permission

My wife co-runs a Terry O'Quinn fan site. They have pics from a number of sources, including ABC, and nobody has ever said anything. As long as it's for a non-commercial, low-key project, I wouldn't be too concerned.

2. There are fans from another board who will try to bring the site down or cause trouble.

I feel like I have to have my "i's dotted and t's crossed".

3. Public domain means they are no longer subject to copyright law.

Try Flickr (http://www.flickr.com/groups/publicdomain) or Creative Commons (http://search.creativecommons.org / http://creativecommons.org/licenses/publicdomain) if you want to find stuff.
