How come on Adam-12, whenever Malloy and Reed were dispatched to an incident involving teenage ne'er-do-wells, why was at least one of the youngsters was wearing a Nazi uniform complete with WWII German helmet?

biker movies from the same period always had at least one of the bikers in the same attire.

My best guess is that in that time period everyone knew nazis were evil so they used nazi imagery to instill the idea that the character is evil.
I have to wonder if in the future the bad guys will be portrayed by having them wearing US military gear.

8. They already did that, to an extent.

Later on, in the 70s, as Viet Nam Vets started coming home, and stories started spreading about some of them being fucked up in the head, some of the bad guys on those Quinn/Martin Productions were vets in the olive drab...snipers, and such. Street punks and heroin addicts in those shows didn't wear the nazi stuff anymore, either. They were decked out in olive drab, too.
