D.M. County weighs charging inmates for toilet paper
County budgets and toilet paper have one thing in common: Every little bit helps.

That's why leaders in Des Moines County will consider an idea to charge jail inmates for bathroom tissue to help wipe away a $1.7 million deficit next year

1. On a trip to Puerto Rico
I remember that at one of the bus stations, they charged people to use the restroom.
This is obviously for different reasons, but nonetheless WTH!

6. i remember a few years back
a kooky wannabe 'hard on crime' warden in rhode island wanted to actually charge the inmates RENT(!)...It was a nominal fee, like 40 bucks a month or something. Warden was about to go through with it until one of the state attorneys told him if the prisoners paid rent, then by law they were going to be considered 'renters' and not 'prisoners', which meant a WHOLE world of upgraded rights...

even in light of this, a RW newspaper columnist i was friends with still tried to champion the idea until the warden dropped it

8. I'm no fan of Republicans constantly trying to add frivolous Amendments, but...
If the right to wipe yourself after pinching a loaf isn't one of those unalienable rights, I don't know what is.
