Garcia agreed to a $25 million, four-year contract with the Browns, ending Tim Couch's rocky tenure in Cleveland. The Browns and Garcia's agent, Steve Baker, confirmed the deal to The Associated Press on Tuesday.

Garcia's arrival will end Couch's five-year tenure with the Browns, who drafted him with the No. 1 overall pick in 1999. The team cannot afford both QBs and most likely will trade or release Couch, who is under contract for two more seasons.

The Browns had been trying to get Couch to rework his contract. He rejected an offer last week that would have cut his salary by more than half.

Owens, meanwhile, has said he won't play for the Ravens.

"So that there is no misunderstanding, regardless of what happens with the grievance, under the present circumstances I do not see myself playing for the Ravens," Owens said.

1. Gee Terrell, you don't think your whining like a baby is turing teams off?
Maybe your agent should mention that to you. Oh yeah, this is the same agent that missed the deadline to opt out of your contract. So, the Niners are supposed to take a crappier deal for you, just to make you happy? I forget, is the NFL all about making you happy? Shut your pie hole and play the game.

a notification they were entitled to.

Not that Peter King (CNNSI) mentioned that in his hysterical rant yesterday in his online column.

If it's not a case of 'forgot' but rather 'never was told', changes a few things legally. But, no one takes a player's word for this stuff (or a union's for that matter - Owens claims the union concurs with him, that I do not know for sure) anyway so we'll just see how it goes.
