Apparently, lots of Foreign Service types get into the habit of swiping all kinds of stuff from the office, because decent tp can be hard to find in Dakar. Then the habit gets so ingrained that they just don't even consider that you can just buy that stuff in a supermarket if you're posted in Brussels.

Are we still stealing from the government, even though our paychecks are paid by the government, and we're using government supplied power, but not government supplied appliances?
