Weird what you find trolling free republic.

1. Bet he drives that new Jaguar XF a LOT more than that thing.
I still think the Peel P50 is smaller, though and actually worked.

3. It definitely is a UK legal vehicle.
Registered to latter part of 2008... paid its road tax (so has also passed emissions and safety test).

Mr. Watkins has had a history of doing wacky vehicles... he built a Dalek (from Dr. Who) that was a street legal vehicle.
