Bill Cosby didn't tell jokes--he told funny stories. "Funny" being the operative term.

I think Cosby worked because his stories were at least grounded in truth and in real life, and people (especially those with kids or who remembered their childhood) could relate.

This Cook guy, though...I just don't get it. The stories are obviously contrived. Every "punchline" seems telegraphed, obvious, or forced. He repeats himself for no discernible reason. He struts around the stage like a rock star, and every meaningless utterance is wildly cheered by his inebriated fans...but he's just. not. funny.
