Something that's been bugging me about Season 2 of Battlestar Galactica
Why Didn't Laura Roslin just promote Adama to Full Admiral so He'd Outrank Cain (Who was only a Rear Admiral, IIRC)? She had the authority.

1. the military would not have seen it as legitimate
so, probably would not have accepted it.
