2. Your local camera shop probably can...

They have a service that converts home movies or home video tapes to DVD. My parent's old silent Super 8 they dropped generic instrumental music in the background, but it was spooky how it seemed to sync up from time to time, sort of like watching the Wizard of Oz to Dark Side of the Moon.

They can do the same for stills, or probably even mix and match.

Or you can buy a scanner pretty inexpensively and do it yourself with various cheap/free software, but if you don't have the time or skills, the mailaway service is pretty affordable.
