Thats not the worst of it, I have an Ant invasion! Meh, I hate my apartment!!!

1. It's been raining on and off here, very heavy today and yesterday.

And supposedly will continue for 2 more days, and maybe rain next Tuesday.
Winter time.
Ants. All the other problems you have and now ants too?
Well, I have never been anyplace that didn't have ants. I saw one on my computer in the office last week.
Certain times of year they start moving all around and if you leave any food out, crumbs from anything, or a package in the cupboard open, they will swarm it.
The only thing that ever worked for me was Raid Ant & Roach spray. But be careful. Even the slightest smell of it gives me a headache.

2. I have to be careful

I have a cat, and don't want to spray anything that might make him sick, on the other hand there is the problem of what to do with his food. The moment I leave it out for him, the ants figure its dinner time.

4. I have had the same problem more than once. And I like to consider

my cat more sensitive than I. So I'm careful with the spray.
You have to find the path where the ants are traveling, its a line here there and everywhere which ultimately leads outside somewhere. If you spray on that line, far enough back, you will disrupt their exploration into your apartment.
You need to wash off kitty's stuff, and move his food, temporarily. Then watch to find if they have discovered the new location.
And wash and move again.
And get up about 3 am to see if they have overrun the food again.
Or go to feeding times in a new location. Leave the food out for an hour or two, then put it away.
There have been times when I have battled the ants for a week, and a week later, they come back. Out in the desert they live in the sand and there are millions or billions of them.
Anyway it's a temporary inconvenience.

5. eh, it's only 3.5 inches so far... what's the problem?

On the cat food and ant problem, if you can put the cat's bowl inside of another bowl and fill the outer one with water that should slow down the ant invasion.

For the main assault look for something of low toxicity like Orange Guard spray. It doesn't kill as efficiently as the Raid type products but it will work over the course of a few days if you spray the entry points once or twice each day -- and it smells like oranges, which isn't the worst odor to have in the house.
