shaped like a tube, blue on outside, yellow in the middle - you mix it with your hand like modeling clay
We have a 20,000 gallon tank we got from a nearby town (it sits on the ground) had a few leaks - most filled in with rust and don't leak any more, but there were a couple I fixed with epoxy putty - still holding fine after more than ten years.

or like mentioned just wedge a piece of dowling in there, it will swell and should stop most of the water.

Looks like somebody took a shot at it, maybe didn't puncture and it has rusted through. Might be able to find the bullet underneath or nearby!
