The military is funding the project as a way to carry ammunition and other heavy materials into combat zones with rough terrain or no roads. In many parts of Afghanistan, our troops are using real mules to transport gear into more remote areas. Real mules work well, but they are rather hard to repair after being hit by gunfire.

As to the creepy dog robot, ever heard of the Uncanny Valley? Maybe it has to do with that. I think it's more creepy than cool. Maybe it's the headlessness.
