I have a relative who is thinking about reporting a particularly vile human being who's openly bragging about defrauding unemployment. She wants to use her state's supposedly anonymous tipline, but is worried she'll be tracked somehow.
How safe is she?

Use snail mail.
And do not drop it from your nearest post office mailbox.
