Family tells me Philadelphia doesn't have snow plows, they mount plows on garbage trucks

While they do use trash trucks with plows to supplement the bulldozers and front end loaders they are not the exclusive means of plowing snow. My trash was picked up a few days late but considering the amount of snow involved it was naught more than a minor inconvenience.
