Can someone help me identify a city by a photo? (It is definitely foreign)

Can someone help me identify a city by a photo? (It is definitely foreign)


I saw this picture at the Harrods' Real Estate website, and it mentions "international listings," but it doesn't tell me the city on this. It does mention Dubai further down on the page, so it might be from there, but I'd love to know more about the "drunken" building in it! Looks like someone was drunk when they put their drafting tools on the property!

look like this one rejected proposal for the WTC site...I think it was Skidmore Owing(s?) Merrill?

2. no, it was the united architects one
possibly. remember thinking it looked cool at the time, it definetely had similar "drunken" shapes

puts me in mind of a 1998 playstation game set in the future. what were they thinking when they designed that tower at the top?

6. That looks more like an architectural rendering than a photo.
It may not be a real city at all.

10. I have another picture, same shot, but with more detail
It looks real enough. My eyesight is getting worse, so it might be a computer render, I'm not totally sure.
