1. No, But we could have hopped on an eagle and flown into
Mordor. It would have saved Frodo and Sam a lot of effort and trouble

3. Eagles are neutral.
they only intevien by their free will choice, not for battles of man.

However they do reward courage and better attempts, hence why they helped both Gandalf and Frodo and Sam.
