I've been flirtatiously winking with the yoga instructor across the street from work for months when she comes in to make her deposit...and the shorts have been getting skimpier and she's getting gigglier. To be fair, I flirt with everyone...I'm a flirt.

For the OP, I tend to think that a wink would rise to the harassment level only if the intent was obviously sexual and/or the winker had already been told that it made the wink target uncomfortable. It seems like too common a gesture (?) too be automatically inappropriate...

6. Frankly, I'd say if someone doesn't obviously respond well to something, one should knock it off

A wink, or pleasant touch on the shoulder, or whatever might be harmless in intent, but if the reaction isn't obviously good, don't repeat it

I distantly flirt with all sorts of women: if they seem comfortable and enjoy it, they'll get more of the same later; if they seem uncomfortable, I'll back off and just be friendly-but-obviously-correct

Lots, but not all, women seem to enjoy a guy flirting if it's clear he's not starting to undress-in-public-them-with-his-eyes or turning into obsessive-stalker. Like the dress or the necklace, tell her: why not? it'll usually make her feel good, especially if it's honest and not sexually-oriented

But the moment somebody's uncomfortable, it's time to slide back to being very-very-pleasant and not way-too-interested
