why has steve miller left "Rock Love" unreleased on cd?

its a defining work as it shows his rock blues roots and also the seeds of his signature sound used in the following years
i have a vinyl copy thats played out and i cannot find it on CD

2. Who owns rights to it?

Enjoyed the latest album "Bingo" tremendously, but I don't know who put out the earliest stuff. It's possible the rights holder just doesn't see money in releasing it on cd. Maybe saving it up for a box set or something.

Oh, and the first google hit on Steve Miller Rock Love is the album in .mp3 on Amazon.
