It was somewhere between a Batman spinoff and a real show, and in my opinion, never quite knew what it wanted to be. There were some interesting possibilities, but I think it was hamstrung most by being a one-hour show in a half-hour time slot. That means that every hunch pays off, every deduction is spot-on, and things happen FAST. Also, every episode had to have Bruce Lee kicking a few guys in the head, and they didn't want to waste the jazzy soundtrack, there was a required scene of someone sneaking around a warehouse or down on the docks.
I think it would have worked a lot better as an hour long show. They could have built some tension, had a few things go wrong, then finally resolved it in a better fashion. The ongoing struggle by the Hornet to maintain his secret identity, skate along just inside the law, and remain a "fugitive" from justice could have made for a far more interesting series.
