3. Its a tower thing.
When a thought is built by many people over many generations it builds a tower, different people can be in that tower at different times, but the towers do not always defend all the people that might occupy them, based on if they follow the same ethos that builds the tower.

Thats how I think on that.

Same story was told in the tower of Isengard and Sorrowman.
