Help! I need NY rules for petitions to place candidates

Does anyone have a list of the "how-to's" of signing congressional petitions in NY state? Who can sign you up, how it has to look, etc? I want to help a new candidate for congress get on the ballot.

1. This should have a lot of the info you need.

It gets tricky if you are tying to get someone on the ballot outside of their own party.
