Newspaper column for Dem vs. GOP ideas: Poverty

I'm involved with a committee who will be writing Democratic perspectives on issues of the day for a local paper. First topic is poverty.

Proven solutions like raising the minimum wage, expanding the Earned Income Tax Credit and expanding access to higher education will be covered. Is anyone interested in helping me flesh these out or adding other ideas?
