Agit prop idea
I have been grabbing large handfulls of the coffee cup sleaves at starbucks and convenience stores and then writing anti war and anti bush messages on them. The next day I take them back and put them in with the rest of the sleaves.
The result is that anyone getting a cup of coffee ends up carrying a 'bumper sticker' around.

Be sure to carry a extra sharpies for your friends!

1. the war is over (if you want it)
There is an example of the reverse of that idea in the movie US v John Lennon.

Yoko talks about how she was interested in using flyers to announce the end of the war and how John took the announcement to billboards. Rescaling the approach back down to bite size would avoid billboard owners and their culture jammers. ;)

2. What about germs?
Are you sure that's the most sterile idea?
