H2356 is the transparent attempt by deregulation fanatics to price-support Enron and its creditors at the expense of Portland ratepayers. In doing so, they are leveraging rural Oregon's resentiment of Portland for additional support. Read the text of the bill that recently passed out of committee:

http://www.leg.state.or.us/03reg/measures/hb2300.dir/hb2356.intro.htmlIn essence, this bill uniquely restricts Portland's (and only Portland's) use of eminent domain with respect to PGE-Enron, and only PGE-Enron. I urge Oregon DUers to ask their legislators why this anti-Portland legislative travesty is occurring.
