Any people from the North Country in NY, near Canada?

Any people from the North Country in NY, near Canada?
I was just scanning the 2000 election results and I was surprised to see that Gore won the uppermost 3 counties in NY, the ones near Canada. These counties are Clinton, Franklin, and Saint Lawrence. These counties and the ones directly below them are represented by Rep. John McHugh, a conservative Republican in Congress. McHugh repeatedly wins congressional elections with 70% or more of the vote, but Gore managed to beat Bush in these top 3 counties by 7 or 8 points on average I believe. Anyone know why this is? I ask because these areas are usually some of the most conservative in NY. I myself am from Syracuse, and my county, Onondaga County, went for Gore by a decent margin. But I was just surprised to see that Gore won these upper 3 counties, it's very good i guess. My guess is that people just realized that Bush was stupid and liked the Clinton economy that we had, so they voted for Gore. What's your take... anyone?

4. HRC campaigned really effectively in rural NY...Gore might have
been riding her coattails. It'd be interesting to see how HRC did in those counties and compare it to other national/statewide races in that district in the past.

Also, it may be the case that the congressman is such a great fit for the district that the Dems don't bother wasting their money on a challenger. Sometimes when you get a congressperson in a seat and the people love that person, it doesn't matter what party he or she is from, neither does it matter whether that person's party is dominant or not, that person is never challanged, and this will persist despite demographic shifts...

5. the Canada effect?
speculation--maybe because they can get the Canadian media?

I know Canadians hate Bush with a ferocity that I haven't seen
since Mulrooney (former Canadian Prime Minister) whose arrogance
led to the almost to anihilation of the conservative party--from
opposition down to 2 seats in Parliament.

(A restaurant in Montreal used to have his picture in their window,
but had to remove it because people kept throwing dog shit at it)

6. i am just across the lake..
northwestern vermont, and i my theory is that northern republicans are far different from the rest of the country...they seem to be more middle of the road. i know i am finding several around these parts who have said right out loud how disturbed they are with bush
