"as close to a "tie" as it gets"?

Not surprisingly, the WSJ editorial does not like the current outcome of the Minnesota senate race and in a recent editorial claimed that:

Even after the recount and panel-findings, the 312-vote margin separating the two men equals about .01% of the 2.9 million votes cast. Even without any irregularities, this is as close to a "tie" as it gets.

And earlier I was listening to a guest on MPR about Obama's overture toward Cuba, noting that Obama is the first Democrat to win the majority of the Latino vote in Florida, adding that in 2000 Bush won with about 540 (do not remember the exact number) of the votes.

With the Florida population about four times that of Minnesota, I would say that Franken's 312 margin is not the closest to a tie as it gets.

And even if Franken will be a horrible Senator, he will never inflict even a fraction of a damage that Bush did in his first four years.
