Is Dean on the ballot in NC?

I saw a sign today that said 10,000 signatures were needed to get Dean on the NC ballot.

Is this true??

1. Dean & Kerry need to gather signatures to get on all the ballots…

because they're not accepting matching funds.

I'm not sure what the current status is of the NC petition.
