It was about the (I believe) 2nd Gore/Bush debate; the joke was, since W had such a hard time naming foreign leaders at the first debate, he'd rememberized the entire political structure of (I believe) Kenya, right down to the dogcatchers, in an effort to look smart. I expect that, should Failin' ever have to answer the question again, she'll have been fed case names so obscure, ConLaw teachers would have to look them up.
