To separate two slices of bread that are frozen together, you might use a knife.
Now, imagine two pieces of clothing that are clinging to each other. You wouldn't use a knife to separate them. You would grab one piece of clothing with one hand and another piece of clothing with the other hand. Then you would pull them apart.
The first dividing involved in "divide in concur" would be an invisible operation. It would be a matter of studying people and identifying different groups. The people who are classified don't necessarily know anything about the system that is used to classify them.
The concur stage requires an agent to agree with people who are members of the group that the agent has chosen. This promotes acceptance of the agents. Two agents might work in one group, but every group would have at least one agent in it.
Then the agents slowly try to become personally influential. To confirm the loyalty of their followers, the agents would shift not just their conclusions, but also their basic principles and the agents would observe that their followers accept the shifts and parrot the shifting positions.
The final stage is the stage of physical division. The different influential agents pull in different directions, bringing groups of followers with them and tearing apart the original group.
