Cheney leaking memos from outside the government

Cheney's appearance on Fox News struck me as odd. (I know, I know).
He's on there with Hannity, describing classified memos, and asking that they be released.

We know that while Cheney was the Veep, he selectively leaked classified information for political purposes. He can't do that anymore.

But it seems to me like he's singaling to loyalists still in the government to leak very specific documents.

I expect to see him on Hannity next week saying, "No, not that one, the one on the top shelf. The one with the coffee stain on it. Yeah, that one.".
