Just wait, storm victims will be offered the "Opportunity" to gain valuable skills in Govt programs coordinated by the Armed Services.

Plenty of people will sign up, because the pay will be great, after all, we can always borrow money in a time of war.

And they don't even have to leave their community, they only have to replace the National Guard that are on US soil. That way each and every actual National Guard member can be sent to Iraq.

As a bonus, if they are living on a military base, you don't have to build them a home.
