Canada charges the Earth to fly, agency says

Canada is unfairly discriminating against passengers on international flights by charging the world's highest airport security fees, the head of the International Air Transport Association said Tuesday.
Giovanni Bisignani said travellers flying to and from Canada are charged $24 for a return flight, while domestic passengers pay only $7.
The fees are an example of how taxpayers and cash-strapped airlines shoulder too heavy a burden to maintain safe and secure air travel in the terrorist age, Mr. Bisignani said.
"This is discriminatory treatment towards international passengers," he said, following a speech at an aerospace conference.
"Security is a government issue. If you go to a train station or a subway, do you pay a fee for security?"
Mr. Bisignani said Canada's decision to charge higher fees to international passengers violates International Civil Aviation Organization rules.
