3. What is the context of the Keynes quote?

In 1925, when England returned to the gold standard, Keynes predicted that this would have bad effects for England. So, I am curious as to whether he had changed his mind by 1927, or exactly what the context of this statement was. I find this quote cited multiple tiems on the internet; but nothing that gives any context.
