effective in stimulating the economy? Like hospitals, medical schools. Funny though, there is talk of reducing medical costs thru consolidation and automation but don't we want more jobs?

directly targeted at job creation.

But would be willing to take a little impact out of jobs in exchange for redirection in autos and energy. Won't have quite as much short-term impact, but this is an excellent opportunity to lay a few long-term tracks.

for the increased maintenance of the infrastructure once it is created?

Everyone is already complaining about the high cost of health care. Without a commitment from somewhere to funding increased usage of the system, the new facilities will just weigh heavily on the existing users.
