Oh, I've got the perfect idea to fix state budgets.
Tax these people:

Property value over 2.5 million dollars. Makes use of fire, police, EMS.
Pays NOTHING, not one damn dime toward any of it.
Doesn't even pay surface water runoff fees, like any other structure statewide.

Time for tax exemptions to come to a halt. Fix the budget right up, no fuss no muss.

among other unnecessary outrages. what a sad state of affairs we are in.

5. Does the non-profit consume state services?
Such as fire, police, EMS, rainwater runoff, street maintenence, etc?

If yes to any, then yes. I realize that might hurt some smaller non-profits, such as animal shelters, perhaps phase it in over tax brackets, by value of the property/etc.
